Go to C: Program Files (x86) Steam SteamApps common arma 2 operation arrowhead PMC (or whatever your arma 2 directory is) and run datacacheremoval.exe do the same thing in the BAF folder, now launch OA and it should reinstall them (you might have to run the seperate PMC and BAF from the library) Not sure if this will work but it solved a similar problem for me.
